In addition to conducting the entrance test, the NTA is responsible for preparing the NEET UG 2024 merit list for candidates who have opted for the 15% All India Quota (AIQ). This merit list for counselling is based on the NEET results. The list of qualified candidates will be forwarded to the Directorate General of Health Services for seat allocation under the 15% AIQ. The NEET 2024 merit list will be organised by category, as specified during the counselling application process, and will include details such as merit rank, marks, roll number, and percentile.
The NTA provides these merit lists to central and state counselling authorities for admission purposes. The respective counselling authorities will then publish subsequent merit lists detailing the NEET state rank in 2024 according to their guidelines. State counselling authorities will prepare merit lists for candidates native to their state.
Based on the NEET 2024 results, the MCC conducts the NEET 2024 counselling online at mcc.nic.in. The counselling process covers different levels for 15% of All India Quota (AIQ) seats and 85% of state quota seats. Admissions to MBBS and BDS seats across the country will follow these criteria:
15% All India Quota seats: 15% of all government seats are reserved under the AIQ and are filled through counselling conducted by the Directorate General of Health Services (DGHS) on behalf of the Medical Counselling Committee (MCC).
85% State Quota seats: The remaining 85% of seats in government and private medical colleges are reserved under the state quota. The respective state counselling authorities will manage admissions for these seats according to state-specific eligibility and domicile rules.
Central Institutes/Universities/Deemed Universities: All seats in medical and dental central institutes/universities, as well as deemed universities, will be allocated based on NEET 2024 results. The MCC will conduct counselling for 100% of these seats.
State/Management/NRI Quota seats: Admissions for State/Management/NRI quota seats offered by private medical or dental colleges or any private university will be based on NEET 2024 results.
Central Pool Quota seats: Qualified candidates nominated under Central Pool quota seats will be granted admission based on their NEET 2024 scores, with counselling conducted by the MCC.

Candidates hailing from Jammu and Kashmir who qualify for the exam but choose not to participate in the All India Quota counselling can register for the state counselling process of J&K.
Additionally, qualified candidates can register for the state counselling processes of their respective states if they meet the eligibility criteria established by the state authorities.
